VSWR is the ratio of the maximum to minimum transmission line voltage amplitude. The easiest way to test for a defective meter is to take readings from a second meter and compare the results to those from the first meter.

Write down the tuning frequency for your SWR at mid-range. Tune your capacitor to the smallest SWR possible. If your SWR worsens, adjust in the other direction.
